Biological Science Technician (Coral Restoration)

The work of the position is at Dry Tortugas National Park. The incumbent is required to travel to Garden Key, Florida on a biweekly basis and stay in shared government-furnished for 7-8 nights per 14-day period. A reduced M&IE stipend (currently $26/day) is paid to the incumbent. Housing on Garden Key and transportation costs to and from Garden Key are paid by the government. Assists professional staff in planning field research and resource monitoring programs for evaluating rare, threatened and endangered wildlife, plant and fish species, population dynamics, ecosystem relationships and public health/safety issues. Conducts surveillance to help detect invasion and new colonization by non-native invasive wildlife, plant and fish. Assists in planning the operation of non-native invasive wildlife, plants and fish, and working with cooperators and other agencies to monitor invasive species and the impact on vulnerable native species. Assists in the planning and conducting of biological aquatic surveys to obtain information for the management of fish, amphibians, macroinvertabrates, and aquatic ecosystems and for the determination, establishment and application of biological facts, principles, methods, techniques and procedures for protecting, restoring and managing aquatic resources. Assists professional staff in planning field research and resource monitoring programs for evaluating rare, threatened and endangered aquatic species, population dynamics, ecosystem relationships, exotic aquatic species, and public health/safety issues. Assists in measurements of physical attributes of ocean including water chemistry and temperature. May operate a variety of field equipment commonly used in fishery studies, including small watercraft (up to 28 feet in length), fish sampling gear including trawls, nets and electrofishing equipment. Schedules, coordinates and carries out a wide variety of field activities in support of such programs as the control of non-native and invasive plant species and enhancement of native plant populations. Such activities may include inventory and assessment, habitat restoration and threat mitigation, and application of herbicides. Makes field observations of wildlife, plant and fish conditions, evaluates conditions/problems and provides summary reports and recommendations to professional staff for use in planning, protection and mitigation activities. Participates in revegetation (coral restoration) activities such as site preparation, transplanting, and seeding (fragmenting). Develops and uses databases to enter, organize and perform preliminary analysis of collected field data and use standard statistical methods in the preparation of reports; enters and retrieves data from a geographic information system (GIS) and other information management systems; uses a variety of computer software programs to analyze data, develop graphs, charts and illustrations for reports and technical publications. Evaluates field activity procedures, schedules and techniques, recommending modifications as necessary to accomplish project objectives; assists in the analysis of field data and prepares reports and correspondence relating to field activities and results. Provides logistic support and area orientation for contract or cooperating scientists; provides technical information to cooperators regarding past and ongoing field activities in their specialty area; coordinates field activities in cooperative programs. Provides work direction and guidance to lower graded technicians, volunteers, and/or YCC enrollees in gathering field data, including proper and safe handling of equipment and tools and operation of motorized vehicles and water craft. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-6 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
Assists professional staff in planning and implementing field research and resource monitoring programs to evaluate park terrestrial and marine natural resources including but not limited to rare, threatened, and endangered wildlife and plants; Schedules, coordinates, and carries out a wide variety of field activities in support of natural resource programs, both terrestrial and aquatic. Provides logistic support and area orientation for contract or cooperating scientists; Plans, coordinates, and provides work direction and guidance to lower graded technicians, interns, students, and volunteers in gathering field data, including proper and safe handling of equipment and tools and operation of motorized vehicles and boats (up to 28' in length). Interacts with visitors and the general public and attends, participates, and presents information at meetings with stakeholders, interest groups, and local units of government. Plans, coordinates, and implements a wide variety of routine aquatic natural resource management projects including the retrieval, inspection, service/maintenance, download, and redeployment of scientific instruments in a Caribbean marine environment. .
